Eugen Onchukow

Work

More than ten years in gambling and payments, most of it in-house as CLO or Head of Legal, and since 2024 doing my own. I get companies licensed, work with legal teams management, and help business understand what is going on, and how could it be improved.

  1. September 2024 — present

    Managing Partner

    DeBuro · London

Currently, I run my own firm, manage client relationships and lead my own team. We focus primarily on LATAM and Africa, but also work extensively in more more heavily regulated European markets. Our main areas of focus are licensing and market-entry work for operators, as well as establishing local legal and team structures. It would be a crime not to mention that we also assist affiliate and marketing companies in their relationships with operators, helping them with payment disputes and the general set-up of their legal frameworks.

  2. September 2025 — present

    Chief Legal Officer

    SoftGamings

In this role, I held an executive-level position and worked directly with the CEO and the Board. My main responsibility was to take ownership of the most complex and business-critical matters, including litigation, corporate governance and strategic decision-making.

I also focused on making the legal team’s work more transparent, structured and measurable. I introduced clearer workflows, escalation processes and KPIs, giving management an accurate view of the team’s workload and highlighting areas for improvement. This created significant value not only for the legal team itself, but also for Sales, Finance and other departments across the business.

  3. January 2024 — present

    Business Development Officer

    Aquasphinx Ltd.

Generally, I handle client acquisition, as well as market expansion for clients, focusing mainly on payments-related matters such as MSB registrations, EMI and PI authorisations, and subsequent compliance work. I handle negotiations with regulators and service providers and ensure that every client receives seamless legal support.

  4. June 2022 — September 2024

    Chief Legal Officer

    1win

I built a great legal team covering licensing, corporate governance and international expansion. I hired more than 30 people. I opened offices from scratch in Mexico City, Warsaw, São Paulo, Lagos, Bangalore and Limassol, and obtained gaming licences in Nigeria, Mexico, Colombia, Kahnawake, Anjouan and Curaçao.

It was a great challenge for me to be part of a growing business, put out fires and build a team culture based on transparency and loyalty. My greatest strengths lie in handling corporate disputes and employment matters, as well as engaging with regulators.

  5. June 2019 — February 2023

    Chief Legal Officer

    Alpha Affiliates

This was my first management role in iGaming. I started as the company’s sole legal adviser and later built and led a small team. Working mainly with white-label operators, I helped the company obtain new B2C licences in Curaçao and Malta. I also handled bespoke requests from shareholders and managed the relocation of the office to Cyprus. This involved obtaining a BCS licence, securing office premises, resolving immigration matters, opening bank accounts and helping employees settle in. I advised on international regulatory compliance, including AML, KYC and GDPR matters, and supported the company’s entry into new markets such as South Korea and Romania. Disputes and litigation involving players and service providers also formed a significant part of my role.

  6. October 2018 — June 2019

    Head of Legal

    Bookmaker Ratings

This was my first management role. I built and managed the group’s corporate structure across Russia, Cyprus and Armenia, focusing on commercial contracts, advertising law, claims management and IP protection. I also developed the legal framework for the inaugural Bookmaker Ratings Award, helping to establish higher legal and compliance standards for similar awards across the CIS.

  7. September 2016 — October 2018

    Legal Counsel

    Urban Group Development

This was where my legal career began. As part of the corporate legal department, I handled incorporations, reorganisations, dissolutions, updates to corporate registers and the day-to-day legal management of a large and complex corporate structure for a local property developer. I gained valuable experience working with the Central Bank, supporting entities in Cyprus, the British Virgin Islands and Liechtenstein, and handling disputes with public authorities and banks. This role gave me a strong foundation in corporate law, broadened my practical legal skills and provided an excellent start to my career.
